Apart from the legal remedies that are included in the WHW (Dutch law for higher education), a student may also start a civil procedure against an educational institution. However, there are more risks involved in starting a civil procedure compared to legal remedies. The costs of a civil procedure are high, as well as the standards for the burden of proof and supporting evidence. As a student, you are at a greater risk if you start a civil procedure.
