When the student loan system was introduced in 2015, one of the arguments was that the money freed up would be invested in the quality of education. At the time, the Ministry of Education, Culture and Science, the Netherlands Association of Universities of Applied Sciences (VH), Universities of the Netherlands (UNL) and the ISO & LSVb made joint agreements on the design of these investments, which were called quality agreements. Employee participation played an important role in this.
The LSVb, in collaboration with the ISO, the VH and the UNL, set up the National Quality Agreements Desk. Anyone could go there for additional information about quality agreements and to ask questions. From 2024 onwards, the quality agreements will form part of the “lump sum”, the total amount received by educational institutions. Most of the additional agreements on investments have therefore lapsed. However, you still have the right of approval via the main lines of the budget.
